According to the 2024 Legal Development Index (Indeks Pembangunan Hukum/LDI), the Level of Compliance with the Marriage Dispensation Mechanism scored 0.20, indicating a very low level of compliance. This score is measured using administrative data from the Supreme Court and Statistics Indonesia (BPS), by comparing the number of marriage dispensation applications with the number of marriages involving individuals under the age of 18.
As a follow-up to the 2024 Legal Development Index (LDI) findings, the Deputy for Legal Coordination at the Coordinating Ministry for Law, Human Rights, Immigration, and Corrections convened a Coordination Meeting on Marriage Dispensation Governance on 1–2 July 2026 at Vivere Hotel.
The forum brought together various stakeholders to discuss and exchange perspectives on strengthening marriage dispensation governance. The meeting featured representatives and speakers from the National Legal Development Agency (BPHN), the Directorate General of Religious Courts, the Indonesia Judicial Research Society (IJRS), the Assistant Deputy for Coordination of Policy Implementation on the Fulfillment of Children’s Rights in Region II at the Ministry of Women’s Empowerment and Child Protection (KemenPPPA), and the Directorate General of Islamic Community Guidance at the Ministry of Religious Affairs.
Representing IJRS, Aisyah, IJRS Researcher, served as a speaker and presented “Findings and Challenges in Measuring Compliance with the Marriage Dispensation Mechanism under the Legal Culture Pillar.” Legal culture serves as a bridge connecting legal regulations, law enforcement, and the legal behavior of society as a whole.
Through this presentation, IJRS shared its findings and examined various challenges in promoting the implementation of a more accountable marriage dispensation mechanism oriented toward protecting children’s rights.
