Roadmap for an Endowment Fund for the Recovery of Crime Victims at the Witness and Victim Protection Agency

From this study, we identified the following findings:

• The Endowment Fund for the Recovery of Victims of Criminal Acts is an innovative financing model established outside the State Budget (APBN) to support protection and recovery programs for victims of criminal acts, ensuring they obtain prompt, adequate, effective, and just recovery.
• The Endowment Fund for the Recovery of Victims of Criminal Acts is designed not merely as a financial instrument but also as a policy instrument closely integrated with assessments, data systems, and the quality of victim recovery services.
• Through the principles of victim-centered justice and transparent, accountable governance, the Endowment Fund for the Recovery of Victims of Criminal Acts constitutes a new foundation for Indonesia’s victim recovery system.
• The Roadmap for the Endowment Fund for the Recovery of Victims of Criminal Acts has been designed as a gradual transformation to ensure victims receive sustainable recovery support.
• The Endowment Fund for the Recovery of Victims of Criminal Acts is mandated not only under the new Criminal Procedure Code (KUHAP) but also under the Law on the Protection of Witnesses and Victims, which the House of Representatives (DPR) and the Government recently approved for enactment in April 2026.
