In 2025, the Ministry of Law, through the National Law Development Agency (BPHN), conducted the measurement of the 2024 Legal Development Index (IPH) as an effort to evaluate the achievements of legal development performance throughout 2024. The IPH measurement was carried out across five pillars, namely legal culture, legal substance, legal institutions, law enforcement, and legal information and communication. The results of the 2024 IPH measurement recorded a score of 0.68, in line with the targets set in the National Medium-Term Development Plan (RPJMN) 2020–2024 and the National Medium-Term Development Plan (RPJMN) 2025–2029.

The 2024 IPH measurement results indicate an increase in the score, reflecting progress in several aspects, such as the level of compliance of law enforcement officials with codes of ethics and conduct; the level of capacity development of law enforcement personnel; the percentage of low-income individuals receiving fee-waiver legal services (prodeo); and the level of use of legal information as a public reference.

Nevertheless, several challenges remain that still need to be addressed, including the level of public trust in legal institutions; the alignment of laws and regulations with those of equivalent rank; the adequacy of personnel; the effectiveness of handling cases of human rights violations; and the ease of use of legal information infrastructure or services.
