The Strategic Plan of Ministries/Institutions (Renstra K/L) is a mandatory planning document prepared by every ministry or institution as mandated by Law Number 25 of 2004 concerning the National Development Planning System. The Strategic Plan is formulated in accordance with the duties, functions, and authorities of an institution in order to support the comprehensive achievement of national development goals, while adhering to and aligning with the National Medium-Term Development Plan (RPJMN).
As is known, the 2025–2029 RPJMN focuses on strengthening the foundations of transformation toward Indonesia Emas 2045 and constitutes the first phase of the 2025–2045 National Long-Term Development Plan (RPJPN). Thus, it serves as an essential basis influencing the attainment of national development targets.
In line with this, the National Human Rights Commission (Komnas HAM), as an independent institution equivalent to other state bodies, is obliged to prepare its 2025–2029 Strategic Plan as a guideline and/or reference for achieving its institutional objectives in accordance with its mandated functions, duties, and authorities, while ensuring alignment with the development targets set forth in the 2025–2029 RPJMN.
