The Method of Legal Analysis and Evaluation as a Best Practice Guideline for Mainstreaming Human Rights in the Formulation of Legislation.

The Indonesia Judicial Research Society (IJRS) participated in a coordination meeting on the preparation of technical guidelines (juklak) and technical instructions (juknis), organized by the Ministry of Law and Human Rights at Hotel Mercure Gatot Subroto, Jakarta, on Thursday, 26 June 2025. IJRS is currently assisting the Ministry in drafting and formulating the substantive content of the juklak and juknis for Ministerial Regulation No. 16 of 2024 on the Mainstreaming of Human Rights in the Formulation of Legislation.

Marselino H. Latuputy, Program Manager for Access to Justice and Governance of State Institutions at IJRS, emphasized the importance of integrating human rights instruments from the earliest stages of the legislative process.

“Human rights mainstreaming must begin from the preambular section through to the substance of each article, in accordance with the provisions of the Law on the Formulation of Legislation,” Marselino stated.
