The year 2025 was once again marked by significant dynamics. Reflecting on the previous period, the legal reform movement driven by civil society continued to face numerous challenges and obstacles. This is linked to the global trend of democratic weakening and backsliding in various countries. These conditions are marked by the shrinking of civic space, particularly in the exercise of freedom of expression, as well as the growing prevalence of practices that disregard the rule of law.
Amid these dynamics, and with deep gratitude, we present the 2025 IJRS Annual Report for public access. This report is not merely a compilation of data and activities, but also a reflection of our collective journey in advancing legal and judicial reform toward a legal system that is more rational, just, and inclusive.
