The RPJPN 2025-2045 states that in order to realize the Vision of a Golden Indonesia 2045, one of the 8 (eight) national development missions is the transformation of governance and economic transformation. One of the policy directions to realize the transformation of governance in this mission is through legal reform by identifying and mapping regulations and strengthening the national regulatory system which aims to produce quality regulations, so that including accommodating the needs of the community by updating the existing Indonesian civil procedure law since the Dutch era. The commitment in the preparation of the RKUHAPER as one of the efforts to realize the mission can be seen from the DPR, which is preparing to continue the discussion in the next period by carrying over.
In relation to the RKUHAPER, this public seminar found that civil procedure law reform contributes to an increase in business activity which in turn also contributes to an increase in the economy and per capita income. This is a goal that is elaborated in several missions and indicators in the RPJPN 2025-2045. In addition, in the technocratic draft of the RPJMN 2025-2029 document, it is stated that the policy direction of the rule of law, stability and leadership of Indonesia will be achieved through the application and enforcement of law through strengthening the application and enforcement of civil, criminal and state administrative justice. Therefore, it can be concluded that the reform of material civil law and civil procedural law in Indonesia has been included in national planning documents, including the RPJPN 2025-2045 and RPJMN 2025-2029.
