The development of human rights norms, institutions and policies that continue to evolve throughout Indonesia, raises the need to conduct a more objective measurement of Indonesia’s commitment to implementing human rights. This is important to get a picture of the development and progress of the implementation and application of these human rights norms. In addition, the measurement of human rights conditions is needed to get a picture of the things that still need improvement and then become a priority step for the implementation of Indonesia’s commitment to human rights.
