There is a big gap between the very abstract concept of justice and the applicable policy aspects that apply to society. For this reason, there is a need for tools that are able to become benchmarks that illustrate what access to justice is and how to realize it. Thus, the Access to Justice (A2J) Index is a benchmark that can assess how and to what extent people can obtain justice in the existing legal system and institutions. The 2021 Access to Justice Index is a continuation of the first edition of the index that was issued in 2019. With biannual measurements, the public and decision makers can see how the situation of access to justice experienced by the community empirically and can formulate appropriate intervention policies to overcome existing problems. Thus, the formulation of evidence-based legal policy can be realized with the help of this index tool.
