Enhancing Access to Justice

We have undertaken research, monitoring, capacity building, and surveys in various regions, along with policy advocacy directed at the government to promote improved access to justice for the public. These activities have been carried out through efforts such as enhancing the quality of legal aid implementation, empowering communities through legal education, and conducting research-based monitoring and evaluation to foster legal services that are more accurate, efficient, and impactful for society.

  • We conducted a Legal Needs Survey in Lampung Province and South Sulawesi. The purpose of this survey was to map the legal issues faced by the community, the types of support/assistance utilized by the community, and their capacity to address legal problems. This survey was then used by BPHN as a reference for the implementation of legal service policies.

  • Together with other civil society organizations, we successfully introduced the Access to Justice Index to the Indonesian government. The development of this index has since had an impact and further influence on the indicators of the National Medium-Term Development Plan (RPJMN).

  • We carried out activities to strengthen the legal knowledge and understanding of the community in Jangkar Village, Tanah Merah District, Bangkalan, Madura, East Java, as part of efforts to directly improve access to justice. This initiative has led to an increase in legal awareness and empowerment among the community, enabling them to better recognize, respond to, and advocate for their rights when facing legal issues. This understanding strengthens the position of citizens in advocating for more equal and inclusive access to justice.

  • Together with PBHI, we conducted a study on legal information transparency to promote broader access to justice. This study examines the provision of legal aid information, particularly through online portals, by both the government and civil society. By identifying best practices and barriers within online portals, this study serves as the basis for strategic recommendations to the government and civil society to strengthen an inclusive and responsive legal aid information system that meets the needs of the community.

  • We conducted a study on the role of community legal empowerment as an effort to strengthen access to justice for women facing the law. This study explores the role of the community, particularly paralegals and civil society organizations, in assisting women involved in legal matters to better understand their rights and receive legal protection more effectively. The study advocates for the recognition and strengthening of the role of community paralegals and serves as the foundation for policy advocacy that is more responsive to women’s needs in accessing justice.

  • Together with PBHI, the Indonesian LBH APIK Association, and YLBHI, we conducted capacity-building training for Legal Aid Organizations (OBH) to support vulnerable groups. The training aims to strengthen technical skills and an inclusive perspective in providing legal services that are responsive to the needs of vulnerable groups. This training broadens access to justice by ensuring that vulnerable groups receive quality legal assistance that aligns with the principles of equality and inclusivity.

  • We developed KataHukum.id, a legal data and information platform designed as a one-stop portal for legal issues, including easy-to-understand legal aid referral searches for the general public. This platform was developed in collaboration with development partners and civil society coalitions to strengthen access to justice. KataHukum.id was officially launched during the 16 Days of Activism Against Violence Against Women (16 HAKTP) celebration through the SHElebrate event, which successfully reached over 350 users and engaged more than 40 event partners over the course of two days. This platform is a concrete step in our efforts to promote public legal literacy and strengthen access to justice.

  • We are involved as members of the Working Group (Pokja) for the Development of Legal Aid Service Standards (Bankum) and have participated in the drafting of the Ministry of Law and Human Rights Regulation No. 4 of 2021 on Legal Aid Service Standards.

  • We have been involved in the measurement of the Legal Development Index from 2021 to 2024 in collaboration with the Ministry of National Development Planning/Bappenas and BPHN. The index is measured using a composite approach to assess the achievements in legal culture, legal material, legal institutions, law enforcement, as well as legal information and communication in Indonesia.
