IPH is prepared based on planned, quality, sustainable and holistic aspects that contain the principles of the rule of law as mandated by the 1945 Constitution of the Republic of Indonesia. IPH in 2020 is the result of the development of IPH for the 2015-2019 period which aims to maintain the sustainability of IPH measurement, is outcome-based (which targets the impact), and can be a benchmark in making legal development policies in Indonesia to be targeted and effective. The development of IPH 2020 is realized through the development of definitions, concepts, frameworks/structures of IPH as well as through the methodology of collecting and measuring IPH data.
