The Indonesian government in developing the concept of access to justice in collaboration with a consortium of civil society comprising the Indonesian Judicial Research Society (IJRS) Indonesian Legal Roundtable (ILR), the Indonesian Legal Aid Foundation (YLBHI) and also with local partners in four regions namely Somasi NTB, Bantaya Society, West Papua PBHKP, and LBH Pekanbaru. This collaboration produced a definition, framework and measurement tool that could show the index of access to justice in Indonesia to provide an overview of the conditions of access to justice in Indonesia. This index of access to justice index results from the accumulation of several aspects derived from the results of previous literature / research studies which are also contained in the definition of access to justice by the consortium, namely: “The way for the community to defend and restore their rights and resolve legal issues through both formal mechanisms and informal – including the ability of society – in accordance with human rights standards. ”
